Members pay a fee (€/t) that varies by packaging type. Packaging waste management in Lithuania is procured and financed through public tenders and confirmed by documents issued by waste managers as evidence that the packaging waste has been properly managed.

These documents confirm that the national packaging waste management targets have been met and provide the basis for exempting producers and importers from the pollution tax on recyclable packaging waste. From 2025, this tax relief no longer applies to non-recyclable packaging: producers and/or importers placing such packaging on the market must participate in the packaging waste management system, but they remain liable for the pollution tax.

As a member of the organisation, you will fulfil most of the obligations imposed on producers and importers:

You will be exempt from the pollution tax on recyclable packaging waste. For plastic, PET and composite packaging, the exemption applies only to the quantity actually recycled.

You will contribute to improving the waste management system and developing container infrastructure.

You will support public education about packaging waste management, including the environmental and health effects of improper disposal and the available waste-management options.

Authorising the Organisation to Perform Your Duties

Producers and importers must authorise their chosen organisation by 1 December each year to organise packaging waste management for the following calendar year.

If a producer or importer begins operating after 1 December, the authorisation must be granted within one month of registration in the Register of Producers and Importers. A producer or importer that has authorised one organisation may not transfer those duties to another organisation during the current calendar year, unless the first organisation's licence has been suspended or revoked.

For Current and Prospective Members

If a company places packaging on the market and wishes to entrust Žaliasis taškas with organising its packaging waste management, it must:

Maintain packaging records
Forecast the quantities of packaging it will place on the market during the year
If the total quantity placed on the Lithuanian market exceeds 0.5 tonnes, contact the organisation to sign an agreement and/or Annex 1
Submit declaration FR0524 to the State Tax Inspectorate after the tax period ends

For Newly Established Companies

A newly established company that begins placing product-filled packaging on the Lithuanian domestic market must:

Register in the Register of Producers and Importers
Begin maintaining packaging records
Forecast the quantities of packaging it will place on the market during the year
If the total quantity placed on the Lithuanian market may exceed 0.5 tonnes, contact the organisation to sign an agreement and Annex 1. The agreement must be concluded within one month of registration in the Register of Producers and Importers
Submit declaration FR0524 to the State Tax Inspectorate after the tax period ends

Working with Žaliasis taškas

When producers and importers entrust an organisation with product and packaging waste management, they choose a partner that can both ensure their obligations are properly fulfilled and represent their business interests in the waste-management sector.

Cooperation Agreement with Žaliasis taškas

To conclude a cooperation agreement with Žaliasis taškas, please email your company details to biuras@ztl.lt: company name and registration number, VAT number, registered and correspondence addresses, telephone number, and the email address of the person responsible for packaging waste accounting.

We will send access details for our information system and further document-signing instructions to the email address provided.

Cooperation Agreement

The agreement with Žaliasis taškas consists of the main agreement on the organisation of taxable packaging waste management and Annex 1. The main agreement is signed once. Annex 1 specifies the packaging waste management fees for the current year and is treated as an extension of the agreement. By signing the annex by 1 December each year, the company confirms that it authorises the organisation to arrange packaging waste management for the following year.

When signing Annex 1, an annual forecast of packaging to be placed on the domestic market is entered in the information system under “Orders → Annual Plan”. The submitted data may be adjusted during the year after each quarter.

Membership and Obligations

After authorising Žaliasis taškas to organise packaging waste management, members receive access to the information system where packaging placed on the market must be reported. The annual quantity is adjusted where necessary based on each quarter's results. Packaging data may be revised only within the periods set out in the agreement:

Under current legislation, within 42 days after the end of the year we issue members with confirmation that their packaging waste management targets have been met. This confirmation is used to complete and submit declaration FR0524 to the State Tax Inspectorate by 15 February inclusive.

Waste Management

The main service provided to members is the collective organisation of packaging waste management. In line with the official packaging waste management targets, the organisation collectively finances the collection, transport, sorting, recycling and energy-recovery services for packaging waste. Once the targets have been fully met, supporting documents are allocated to members, providing the basis for relief from the state pollution tax on packaging waste.

Infrastructure Development

Meeting increasing packaging waste management targets requires wider participation in waste sorting. This calls for knowledge and awareness, as well as convenient facilities and infrastructure accessible to every resident. Žaliasis taškas therefore invests in infrastructure every year and partly finances the purchase and installation of communal and household containers.

Seminars and Consultations

Free seminars are held every year in Lithuania's largest cities to inform members about current developments in packaging waste management, packaging accounting and other areas of our work. Members can also consult our experienced team of experts on any related matter.

Legislative Representation

To represent its members' interests, Žaliasis taškas participates continuously in legislative processes, submits comments on systemic issues and contributes to working groups. Drawing on successful practices from partners and Green Dot organisations across Europe, we work with associations, other organisations and policymakers to improve Lithuania's waste-management system.

Environmental Audits

At a member's request, Žaliasis taškas experts can conduct a packaging accounting audit at the company free of charge. The audit reviews accounting procedures and principles and identifies discrepancies that could lead to financial losses during an inspection. The company receives an assessment report and recommendations for improving its packaging accounting.

Use of the Green Dot Mark

The Green Dot is one of the world's most recognisable trademarks. Approximately 460 billion packages carrying the mark reach around 300 million people each year. Symbolising a circular economy, it shows that the producer or importer has paid for the appropriate management of the marked packaging.

Žaliasis taškas belongs to the international umbrella organisation PRO Europe and, together with around 30 organisations across Europe, is authorised to license companies to use the Green Dot mark. From 2027, however, the mark may be used only when integrated into a QR code so that consumers can learn more about its meaning. PRO Europe plans to offer producers an updated mark integrated into a QR code.

Public Education

As required by law, the organisation allocates at least 3% of its annual turnover to public education. Its measures and projects encourage sorting, increase environmental awareness and develop sustainable daily habits that protect health and the environment. Education takes place nationally and locally, with measures adapted to individual municipalities. Different groups receive detailed information, sorting tools and motivation through the most effective communication channels.

The Žaliasis taškas information system is our main platform for working with clients. It allows members to submit the data needed for smooth service delivery quickly and easily. Each company receives individual login details.

The information system is used to submit forecast data for packaging placed on the domestic market and to revise it after every quarter. Data can be revised during the following periods:

1–19 April
1–19 July
1–19 October
1–10 December
20 December–10 January

Invoices are issued using the submitted data and sent to the specified email address. They are also available under “Invoices” in the information system. Older invoices can be found under “Archive” → “Invoice Archive”.

Clients are divided into three segments based on their submitted orders:

Large — invoices are issued on the 20th of every month
Medium — invoices are issued quarterly
Small — invoices are issued every six months

Other Information

The public institution Žaliasis taškas announces tenders for the purchase, proper management and provision of supporting documents for secondary raw materials arising in the non-municipal waste stream, including paper and cardboard, plastic and wooden packaging.
